ETAF‬ met with Congressman José E. Serrano (D-NY) on Capitol Hill to discuss his leadership and work in support of syringe exchange. Syringe exchange programs are a proven and cost-effective approach to prevent the transmission of ‪#‎HIV‬ and viral hepatitis among people who inject drugs (PWID). When Elizabeth Taylor started ETAF in 1991, HIV infection rates amongst PWID in NY state were at 50%. Today, because of robust syringe exchange programs in Congressman Serrano’s state, transmission rates are down to 3.1%.
